Citizens Voice: Building Inclusive Civic Reporting Systems for Communities in Sierra Leone

Across many communities in Sierra Leone, citizens experience daily challenges related to healthcare access, sanitation, waste management, infrastructure, and other essential public services. However, many of these problems remain undocumented and unresolved, not because they are insignificant, but because there are limited accessible systems for communities to report them effectively.

Citizens Voice, an initiative under AfrikSpark Tech Solutions, was created to help bridge this gap through inclusive civic technology.

The platform is designed to enable citizens to report issues affecting their communities using simple and accessible digital tools such as voice notes, text, images, and video submissions. Citizens Voice also supports local language communication, including Krio, making participation more accessible for people with low literacy levels or limited digital experience.

The goal of Citizens Voice is not only to collect reports, but to strengthen visibility around real community challenges and support more inclusive civic participation.

In many underserved communities, citizens often struggle to communicate concerns related to public service delivery. These may include delays in healthcare access, poor sanitation conditions, waste management challenges, lack of accountability, damaged infrastructure, or other local issues affecting daily life. Without accessible reporting systems, these concerns frequently remain unheard.

Citizens Voice seeks to lower barriers to participation by allowing citizens to communicate in formats that feel natural and familiar to them. Rather than depending only on formal written systems, the platform encourages the use of voice and multimedia communication, making it easier for a wider range of people to participate.

As reports are submitted, the platform helps organize and structure community concerns into useful insights that can support awareness, advocacy, and broader conversations around public service improvement.

The initiative also reflects a growing recognition that civic participation should be inclusive and accessible to everyone, regardless of education level, language background, or technical ability.

Through AfrikSpark Tech Solutions, Citizens Voice forms part of a broader mission to build practical digital systems that strengthen communities and improve how citizens interact with the systems that affect their lives.
